According to the government's action plan, it is necessary to improve public service system and achieve 90% of paperless document flow in the next three years. A draft law proposal on official email address is elaborated and adopted in the first reading by the Parliament. 

The aim defined in the draft proposal is to ensure safe, efficient and quality based electronic communication between the public authorities and natural persons. However, as per the current version of the draft law, the obligation to establish a mandatory email address is foreseen for only state authorities, persons registered in the Register of Enterprises and reserve soldiers. For all other persons, mostly natural persons, there is a choice to create or not to create the official email address. 

Further, the official email address from 1 July 2018 will be compulsory for all economic operators and persons registered at the Register of Enterprises. For persons registered after 1 January 2018, the email address will be set up and activated simultaneously at the registration.
